Terrorist group Al-Shabaab has reportedly banned plastic bags, giving them at least one thing in common with U.S. states of California and Hawaii.

According to Daily Mail, the terror group made the announcement just hours after killing four people in a mortar attack, stating that the bags “pose a serious threat to the wellbeing of humans and animals.”

“Other East African governments have banned plastic bags and this ban is al-Shabaab’s attempt to show their people that they too can implement laws and govern like any legitimate ruler,” counter-terror expert Raffaello Pantucci told the Huffington Post. “It’s quite ironic though that the same group has been involved in the banned ivory trade to fund its terror activities across the Horn of Africa.”

Al-Shabaab is a militant jihadist group based in Somalia with ties to Al-Qaida.

The group also announced that they would no longer log native trees.
