London police arrested a man on suspicions of terrorism after he hit multiple people with his car outside of Parliament before crashing into a barricade Tuesday morning.

The man, whose name has not been released, is said to be in his 20s. The man was driving a silver Ford Fiesta and was immediately arrested after crashing. Police are considering the incident to be an act of terrorism and are on-scene investigating, Fox News reported.

“I don’t know whether he meant to hit the cyclist, they may just have been in the way, but he accelerated hard towards the barrier,” witness Barry Williams told CBS News. Saying the car “actually came off the ground and landed again,” crashing into the barrier. Williams said there was “a lot of smoke.”

The Counter-Terrorism Command will lead the investigation into the crash and the driver’s motives.
