A largely partisan battle to shift the 2020 election to a vote-by-mail system has been underway for months due to the public health impact of the coronavirus pandemic. State and local governments have already implemented this system for recent primary elections to rather limited success.

More than 80 million mail-in ballots are expected to be counted this election cycle according to a New York Times analysis. Democrats have typically supported implementing a vote-by-mail system on a nationwide scale while Republicans like President Donald Trump have been opposed to such a change.
