President Joe Biden declared that his foreign policy agenda meant “America is back” in a leadership position in the world, but two of his opening moves have been construed by critics as deferential to adversaries of the United States.

On Biden’s first day in office, he issued an executive order that halted the withdrawal of the United States from the World Health Organization (WHO), a process that was started under former President Donald Trump. Weeks later, Secretary of State Antony Blinken announced the U.S. would be rejoining the United Nations Human Rights Council, a body which the Trump administration left in 2018.
