A criminal gang called the “Chinese Dragon” was involved in a large-scale fist fight on Oct. 16 at a restaurant near the top of a 60-story skyscraper in Tokyo’s Ikebukuro district, The Asahi Shimbun reported, citing investigative sources.

The group was dining on the 58th floor of the Sunshine 60 skyscraper to celebrate one of its members being released from prison when the fight broke out around 6 p.m., the Shimbun reported. Police arrived around 6:30 p.m., by which time most of the group’s members had already left the restaurant, according to Sugamo police.

One of the group’s members was transported to a hospital to treat a minor head injury.

The National Police Agency called the group a quasi-gang, The Asahi Shimbun reported. The Chinese Dragon is loosely organized and, unlike other crime syndicates, is not covered by Japan’s anti-organized crime laws. (RELATED: Gang members using Twitter, Facebook to brag about crimes, make threats)

The gang is mainly comprises the children and grandchildren of Japanese who were left behind in China at the end of World War II, The Shimbun reported. Many of descendants then returned to Japan decades after the end of the war.
