EXCLUSIVE: House Republicans Introduce Legislation Restricting Pay, Travel If President Fails To Meet Budget Deadlines

A group of House Republicans, led by Georgia Rep. Buddy Carter, introduced two pieces of legislation Tuesday that would enforce the executive branch’s budget deadlines by restricting pay and travel if the president is unable to meet budget deadlines.

The two bills, first obtained by the Daily Caller, were cosponsored by Minnesota Rep. Tom Emmer and Texas Rep. Randy Weber. One of the bills is titled the Presidential Accountability for Yearly Submission of the United States’ Budget (PAYSTUB) Act, and would withhold all political appointees’ salary payments until the presidential budget is submitted.

The other piece of legislation is titled the Presidential Budget Accountability Act, which Minnesota Rep. Brad Finstad also cosponsored. The bill would withhold funds for presidential travel if the president fails to submit a budget to Congress on schedule.(RELATED: Biden’s Budget Proposal Has 3 Huge Red Flags, Experts Say)

“Without an enforcement mechanism in place, budget deadlines are mere suggestions. Like households and businesses across the country, the United States government cannot function properly without a budget – look no further than the $31 trillion in national debt for proof. We need the PAYSTUB Act and the Presidential Budget Accountability Act to pass so we can send a message to the American people that the balancing the budget is our top priority,” Carter said in a statement before introducing the bills.

“With our nation reeling from the effects of fiscal recklessness, it is not too much to ask the executive to provide guidance—in a timely manner and as dictated by law—on how our nation’s treasure should be allocated by its government. But President Biden has ignored the budget deadline before, and his neglect to provide the taxpayers with his budget on time is unacceptable—especially when the taxpayers who fund the government in the first place are penalized financially for missing statutory deadlines,” Weber told the Caller. “We will hold him accountable with withholding all political appointees’ salary payments and any taxpayer funds for Presidential travel if President Biden fails to submit a timely budget.” (RELATED: Budget Office Debunks Biden’s Claim He ‘Reduced’ The Deficit)

In July, the Congressional Budget Office (CBO) released a report saying the federal deficit will shrink in 2022, largely due to decreased spending on the COVID-19 pandemic. President Biden has repeatedly taken credit for the reduction.
