Kevin R. Kosar is senior fellow and governance project director with the R Street Institute.<br /> <br /> Prior to joining R Street, Kosar was a research manager and analyst at the Congressional Research Service, an agency within the Library of Congress. There, he advised members of Congress and committees on a range of legislative issues.<br /> <br /> Kosar is the author of Ronald Reagan and Education Policy, Failing Grades: The Federal Politics of Education, and Whiskey: A Global History. He has testified before Congress, and published reports and essays on education policy, quasi-governmental entities, privatization and government communications and propaganda. His work has appeared in scholarly and professional journals, such as Presidential Studies Quarterly, Public Administration Review, and Teachers College Record; and in popular media, including The Weekly Standard magazine, the Chicago Sun-Times, New York Press, and Philadelphia Inquirer newspapers, and a variety of online publications.<br /> <br /> Kosar earned a bachelor of arts from Ohio State University, and master’s and doctoral degrees in politics from New York University.<br /> <br /> Kosar lives in Washington with his wife, four children and labrador retriever.
