House Budget Committee Chairman Paul Ryan told the Washington Examiner that Republicans need to give the voting electorate a reason to vote for them and not to depend on making the election a referendum on President Barack Obama.

“This idea of running as a referendum, assuming a wave, assuming you’ve got the wind at your back, assuming with an unpopular president we therefore by default will win, I don’t buy that. I think you’ve gotta give people a reason to vote for you.”

Ryan, who is viewed as a possible candidate for the party’s presidential nominee in 2016, wants to Republican Party to be one of action.

“I, for one, think you need to run on something. That’s why I wrote and passed four budgets in a row. That’s why I put ideas out there on a whole host of issues.”
