The National Football League announced two major personnel moves on Tuesday.

According to NBC Sports, Cynthia Hogan was promoted to executive vice president of public policy and government affairs and Joe Lockhart was brought on to serve as the new executive president of communications.

Before joining the league in 2013, Hogan served as chief counsel to Vice President Joe Biden. Similarly, Lockhart served as White House press secretary and senior adviser to President Bill Clinton from 1998-2000.

NBC notes that both new hires will put “a layer of bureaucracy between Goodell and any unpopular decisions, and keeps him from having so much responsibility at the same time.”
