France Is One Step Closer To Stripping Terrorists Of Citizenship

France’s lower parliament approved a measure Tuesday that would strip convicted terrorist of their French citizenship and passports.

In a 162 to 148 vote, the French National Assembly voted in favor of the bill that would add a clause to the French constitution stripping passports from dual-nationals.

The push to add the clause was President François Hollande’s response to the November terrorist attacks in Paris that left 130 dead. Many of the Paris attackers were French nationals who had trained with ISIS before committing the attack.

“Tomorrow, we will hold another vote. I think the approval will be broader and the constitutional reform will go ahead,” said French Prime Minister Manuel Valls Wednesday after being asked whether the measure will have enough support to become law.

Former President Nicolas Sarkozy praised the result of the vote, saying “with 130 people killed, we made a commitment never to behave like small-minded politicians in the face of such a tragedy.”

There was some concern over the viability of the bill’s passage after France’s justice minister resigned when Hollande first proposed stripping terrorists of citizenship in late January. The new measure would only apply to those individuals who have citizenship in both France and another country, since a U.N. agreement forbids a country from making someone completely stateless.

In order for the bill to pass, it will need to be approved by the upper parliament, the senate and have a final three-fifths majority vote from both legislative houses.
