The third terrorist behind Saturday’s London Bridge attack has been identified as Youssef Zaghba, a Moroccan-Italian man previously known to authorities.

Italian newspaper Corriere della Sera reports Zaghba was born in 1995 and holds dual citizenship. He attempted to travel to Syria last year but was stopped at the airport in Bologna.

Italian authorities allegedly tipped off British authorities about his movements, but he was still allowed to move to Britain and start a job at a restaurant.

The Metropolitan Police said they believe Zaghba was the third attacker, but his body has yet to be identified. Detectives from the Met’s Counter Terrorism Command confirmed the identities of the two other attackers as Kuhram Shazad Butt and Rachid Redouane. They both lived in Barking, the neighborhood in east London where police arrested 12 people Sunday for possible ties to the attackers. Butt is a British citizen born in Pakistan while Redouane claims both Moroccan and Libyan nationalities.
