The FBI arrested a former New Jersey sheriff and charged him with hate crimes Wednesday for allegedly smashing a hand-cuffed black man’s head in a doorjamb in 2016.

Frank Nucera Jr., 60, resigned from his office in January after the state attorney general learned he was being investigated for racial hate crime, CNN reported. The FBI’s arrest complaint cites numerous examples of Nucera allegedly making racist comments to prove his violence against black people was racially motivated.

He allegedly called for violence against African-Americans and talked of using police K9 units in a discriminatory way to intimidate black residents. Authorities charged Nucera with a federal hate crime and released him on a $500,000 bail.

“The niggers are like ISIS, they have no value. They should line them all up and mow ’em down,” Nucera allegedly said.

“I’m fucking tired of them, man. I’ll tell you what, it’s gonna get to the point where I could shoot one of these motherfuckers. And that nigger bitch lady, she almost got it,” the chief said, according to the complaint.

The 2016 incident occurred last September when police peppers sprayed and apprehended a black male suspect for not paying a hotel bill. Officers were guiding the suspect through the hotel stairwell, when Nucera approached from behind and allegedly smashed the man’s head into a door jamb, The Inquirer reported.

Nucera made his first court appearance on Wednesday and could spend up to 20 years in prison if convicted of all charges.

“The conduct alleged is shocking,” acting U.S. Attorney William E. Fitzpatrick told reporters. “It’s a shocking breach of the duty of every police officer to provide equal justice under the law and to never mistreat a person in their custody.”
