President Joe Biden has seemingly governed with an eye toward history, but there’s a key difference between his presidency and those of former presidents Franklin D. Roosevelt or Lyndon B. Johnson.

Since he took office, more and more pundits and analysts have wondered aloud whether Biden could be the next FDR or LBJ. The biggest obstacle for Biden is not his own ambition, but that he lacks the popular mandate of those presidents.
