Ted Galen Carpenter is the vice president for defense and foreign policy studies at the Cato Institute. He is the author of eight and the editor of 10 books on international affairs, including Smart Power: Toward a Prudent Foreign Policy for America. Carpenter received his Ph.D. in U.S. diplomatic history from the University of Texas.<br /> <br /> Marian L. Tupy is a policy analyst with the Cato Institute's Center for Global Liberty and Prosperity specializing in the study of the political economy of Europe and sub-Saharan Africa. Tupy received his B.A. in international relations and classics from the University of the Witwatersrand in Johannesburg, South Africa, and his Ph.D. in international relations from the University of St. Andrews in Great Britain.
