Martin O’Malley said it’s “not my place” to say whether or not embattled Chicago Mayor Rahm Emanuel should resign.

Appearing on MSNBC’s “Morning Joe” on Tuesday, O’Malley filibustered about police officer-involved shootings when MSNBC political correspondent Kasie Hunt asked him if Emanuel has handled Chicago well. (RELATED: Al Sharpton: Rahm Emanuel Should Resign [VIDEO])

Hunt asked O’Malley if Emanuel should step down. O’Malley replied, “This is what I believe. I believe that our country is in need of a new agenda for criminal justice reform.” (RELATED: VERDICT: No Charges For Police Officers In Tamir Rice Shooting [VIDEO])

“Whether it was the investigation in Chicago, or the one, the grand jury decision in Cleveland, we need to develop mechanisms that as a routine matter, not in extraordinary cases but as a routine matter, we have state’s attorneys that are at least one county removed from the jurisdiction where a police-involved shooting happens that they actually step in and handle this case. I think that it would give a lot more confidence to the public,” O’Malley suggested.

Hunt pressed O’Malley again for an answer to whether or not Emanuel should resign. “No, that’s not my place,” O’Malley said, “Look, Mayor Rahm Emanuel, the people of Chicago, they will — they have — their decision to make with regard to their city.”

Interjecting, Hunt asked O’Malley, “And do you think he’s handled it well?”

Refusing to provide a direct answer, O’Malley argued, “I believe that every city would be well served if they were to bring in, as a routine matter, neighboring jurisdictions to review these police-involved shooting cases.”

“I was mayor of Baltimore,” O’Malley boasted. “We drove our fatal police shootings down to three of the four the lowest in years in history. But we can do better. And I believe that every city should develop mechanisms throughout the country where you bring in an outside prosecutor so the result is not, you know, so that the result is beyond reproach.”

“Those are tough jobs that we can police officers to do and in these cases we need to bring in independent prosecutors from outside the jurisdiction so that the public has confidence that it’s being properly handled.” (RELATED: Mayor Rahm Cuts Cuba Vacation Short After Chicago Cops Shoot Student, 55-Year-Old Woman To Death)
