Report: Black Man Killed By Police Had PCP In System At Time Of Death

A black man fatally shot by police had drugs in his system at his time of death, according to a medical examiner.

Terence Crutcher, who was unarmed at the time, had the hallucinogenic drug PCP in his body, reports ABC News.

The drug PCP, also known as Angel Dust, can make a person feel omnipotent and euphoric. On top of being high at the time of his death, Crutcher also had pierced lungs and four broken ribs.

Tulsa police officer Betty Jo Shelby fatally shot Crutcher Sept. 16. According to video, Crutcher walked away from the officers with his hands in the air. Police claimed that Crutcher did not obey their orders and kept trying to get into his car.

Shelby, who has since been charged with first degree manslaughter, said that Crutcher’s actions made her believe that he was on drugs. According to her lawyer, she thought he was trying to reach into his car for a weapon when she fired at him.

“I was never so scared in my life as in that moment right then,” Shelby said in an interview.
