Brown signs “useless” laws

This explains a lot: Calif. Gov. Jerry Brown says he signs bills because they’re “useless“–but give otherwise discouraged legislators something to brag about. Sort of like commemorative T-shirts. Except we don’t have to obey T-shirts. … S.F. Chronicle: “A total of 745 [new laws] were passed by the Legislature and signed by the governor this year.” …
