With the GOP threatening to win the late Edward Kennedy’s Massachusetts Senate seat and deny Democrats a filibuster-proof majority, White House officials and Democratic congressional leaders are contemplating a major strategy shift to finish health care overhaul without further Senate action.

Under this approach, House Democrats, who passed a health care bill in November, would be called on to approve the version that cleared the Senate just before Christmas, rather than continue to negotiate compromises over provisions on which the two houses differ.
