HONG KONG — Hostility from Chinese regulators and bank financing problems have raised two potentially insurmountable obstacles to plans by an obscure Chinese machinery company to buy General Motors’ Hummer division, people close to the negotiations said on Tuesday.
General Motors has already repeatedly extended its deadline for completing the $200 million deal, with the current deadline at the end of this week; the original closing date was last September.
