The phone has been ringing in the office of Rep. Jerry Costello with some powerful folks on the other end of the line. But thus far, Costello, an 11-term Democrat from Belleville, is planning to vote ‘no’ on the Senate version of health-care reform if and when that vote takes place, a top aide, David Gillies, confirmed this morning.
