David Cameron today responded to mounting US pressure for a full UK government inquiry into the release of the convicted Lockerbie bomber Abdelbaset al-Megrahi by revealing that he has asked the cabinet secretary to decide whether further relevant papers should be published.

But Cameron held out against a full inquiry, saying he already knew the decision of the Scottish executive to release Megrahi was wrong, describing him as the perpetrator of the largest mass murder in British history.

O’Donnell will focus on whether he should release details of phone conversations between the then justice secretary, Jack Straw, and a BP lobbyist in which BP pressed for a quick prisoner release agreement between the UK and Libya that would have paved the way for Megrahi’s early release from a Scottish prison.
