Swiss police have issued an international arrest warrant for the 51-year-old man suspected of going on a chainsaw rampage Monday in the town of Schaffhausen.

Police have named Franz Wrousis, a loner who lived in the woods, as the man who stormed an office building in the center of the town Monday morning. Two people were hurt by the chainsaw, one of them seriously, while three others sustained minor injuries not related to the chainsaw.

Wrousis fled the scene in a white VW Caddy that was later found in the woods outside the town. Despite a large manhunt in the surrounding area, Wrousis remains at large as of Tuesday morning.

The suspect is not registered at any address and has lived in the forrest in several parts of the mountainous country. Ruedi Karrer — the president of Uhwiesen, a town less than two miles from Schaffhausen — told 20 Minuten that Wrousis stayed in the nearby forest for about two weeks before the attack.

Karrer described him as an odd character who “told my dog he had a great haircut.” Wrousis has two prior convictions for weapons offenses on his record. He has been portrayed as an aggressive and mentally unstable man.

The border to Germany is located a few miles north of where the attack took place and an international arrest warrant has been issued. German officials have received no indications that Wrousis has crossed the border.

The attack took place at the Schaffhausen office of insurance company CSS. Police said Wrousis has been a CSS customer, and they believe his attack specifically targeted the company. Authorities quickly ruled out terrorism.
